How I Evaluate a Property’s Access to Emergency Services

Eleven years ago I almost bought a great-looking duplex because the numbers penciled out beautifully: an 8.2% cap rate, a fresh roof, and a price about 15% below similar listings in the area. Then I timed the drive from the nearest fire station and got 9 minutes on a clear afternoon. I walked away, and I still think that was one of the best decisions I made across all 9 of my properties.

Emergency services access almost never shows up on a listing sheet, but it affects insurance premiums, tenant retention, and how fast a small kitchen fire turns into a total loss. After managing rentals myself for over 15 years, this is now one of the first things I check, before I even look closely at the layout.

A property can look perfect and still be a liability if help can’t reach it quickly. I’ve had one actual kitchen fire in my portfolio, back in year 6 of owning a property near a narrow shopping street. The fire truck took about 7 minutes to arrive because of one-way streets and a delivery truck blocking the intersection. The damage came to roughly 480,000 yen. A neighboring building with a station 2 minutes away had a similar incident that same year and the repair bill was under 60,000 yen. Same type of fire, wildly different outcome, and the difference was entirely about access.

Before I make an offer, I personally drive or walk the route from the nearest fire station, not just look at the distance on a map. Straight-line distance lies constantly in Japan because of rivers, rail crossings, and narrow lanes that a truck simply cannot use. My rule of thumb is that anything under 5 minutes by the actual emergency route is good, 5 to 8 minutes is acceptable but worth negotiating on price, and anything past 8 minutes makes me reconsider the deal entirely, no matter how good the yield looks on paper.

  • Time the drive at a normal pace, not a rushed one, using the same route a truck would take
  • Check for one-way streets, level crossings, or narrow bridges that add real minutes
  • Look at road width near the property itself, since a truck that can reach the block still needs to reach the door
  • Note whether the fire station is a full station or a smaller sub-station with fewer trucks on hand
  • Repeat the same check for the nearest police box, or koban

Hospital and Clinic Distance Affects Who Rents From You

I manage a couple of units aimed at families and one building that tends to attract retirees, and hospital access changes the tenant pool for both. For the family units, I want an emergency room within about a 10-minute drive, since a sick toddler at 2am does not wait for morning office hours. For the retiree-friendly building, I look for a general clinic within roughly 800 meters that tenants can walk to, because several of my longtime tenants there don’t drive anymore. When I bought that building 6 years ago, the clinic distance was actually the deciding factor over a competing property that had a nicer facade but sat 2.3 kilometers from the nearest hospital.

Police Box Proximity and Perceived Safety

Spreadsheet analysis is the difference between a good deal and a disaster.

Japan’s koban system means a police presence is often just a short walk away, and tenants notice this more than you’d expect. On one property I nearly passed on, the nearest koban had been consolidated into a larger station about 1.5 kilometers off, and the listing agent hadn’t mentioned it. I only found out by asking a shop owner two doors down. Since then, I always ask a local business, not just the real estate agent, whether the koban is still staffed and how far it actually is. It costs nothing and has changed my decision twice.

Road Width Rules That Trucks Actually Care About

Japan’s Building Standards Act generally requires a property to face a road at least 4 meters wide to be built on, but plenty of older properties were grandfathered in on narrower lanes, sometimes as tight as 2.7 meters. A standard fire truck needs roughly 3.5 to 4 meters of clear width to maneuver properly, and on several older streets I’ve walked, parked bicycles and vending machines eat into that margin further. Before buying, I now measure the road width myself with a tape measure rather than trusting the listing description, since I’ve seen it listed as 4 meters when the usable width was closer to 3.2.

How This Actually Changes My Offer

When a property scores poorly on emergency access, I don’t necessarily walk away, but I do adjust my number. My rough guideline is to discount my offer by about 5 to 7% for a fire response time over 8 minutes, and by another 3% if the koban has been consolidated or removed. That discount roughly matches what I’ve seen in higher insurance premiums and slower tenant turnover on properties with weak access, so it’s not a guess, it’s built from watching my own portfolio over time. On the flip side, a property with excellent access lets me hold firmer on price, because I know my insurance costs will run lower and my tenants will feel safer staying long-term.

None of this shows up in a glossy listing photo, but it shapes every year you own the building afterward. That’s the approach I use across all 9 of my properties, and it’s saved me from at least one deal I’d have regretted.
