I rubbed a folded black cloth down the south wall of a 13-year-old rental last spring and it came away coated in white powder, like chalk dust on a blackboard eraser. That is a grade 2 result on the 3-point scale I use, and it is exactly the reading that tells me to paint this year rather than wait. Timing an exterior repaint by eye leads to painting too early or, worse, too late. A 2-minute cloth test takes the guesswork out.
What chalking actually is

Cordless Drill & Driver Kit
The single most-used tool across 15 years of rental property repairs.
Chalking, hakua-ka in Japanese, is the paint binder breaking down under UV and leaving loose pigment on the surface. A little is normal and even self-cleaning. Heavy chalking means the film has lost its ability to shed water, and once water starts soaking into the coating and the substrate behind it, you are on a much faster clock toward cracked sealant, swollen siding boards, and stained interior corners. The powder is the wall telling you how much life the paint has left. It is not the same as dirt: dirt wipes off wet and leaves the cloth grey, chalk comes off dry and leaves it the colour of the wall. Painters here will often quote a repaint the moment they see any chalk at all, because the scaffold and the day rate are the same whether the paint had two years left or zero, so it pays to have your own read on it before three contractors tell you it is urgent.

Complete Home Repair Tool Set
A complete kit beats buying individual tools every time u2014 cheaper and always ready.
Consistency matters more than the tool. I use a piece of dark cotton, fold it into a firm pad, and wipe a 30cm downward stroke with medium pressure at three heights on each elevation: near the ground, at eye level, and as high as I can reach with a pole. I do it on a dry day, at least two days after rain, because a damp wall under-reports. Then I grade what is on the cloth:
- Grade 1: faint dusting, barely visible on the cloth. Paint has years left, recheck in 2 years.
- Grade 2: clear, even white transfer that you can see across the room. Paint within 12 months.
- Grade 3: heavy powder plus visible fading and a rough, porous surface. Already overdue, book scaffold now.
Reading the grade against age and elevation
The south and west faces take roughly twice the UV of the north face, so on most of my buildings the south wall hits grade 2 about 2 years before the north wall does. A 12 to 14 year old acrylic or urethane topcoat reaching grade 2 on the sunny side is right on schedule. The same reading at year 7 means the last painter used a cheap coating or skipped the primer, and I plan for a better product this time. I write the grade for all four elevations in my property file every spring, so I can see the trend rather than react to one bad wipe.
Why painting at grade 2 protects the sealant

Adhesives & Sealants
Keep a stock of these u2014 you’ll use them on every single repair job.
The expensive part of an exterior job is not the paint, it is the scaffold, which runs me 150,000 to 220,000 yen on a typical two-storey house no matter what else gets done. If I paint at grade 2, the joint sealant, the flexible beads around windows and between siding boards, is usually still elastic and just needs the topcoat carried over it. If I wait until grade 3, the sealant has hardened and cracked, and now the job includes cutting it all out and re-running it, the uchikae, which adds 60,000 to 100,000 yen in labour and materials on a typical house. Painting on time lets me spend the scaffold money once and skip the reseal for another cycle. The same logic applies to the roof: if I have scaffold up for the walls, doing the roof coating in the same visit saves a second 180,000 yen scaffold bill two years later, so I try to line up the two jobs within one cycle of each other.
What I check beyond the chalk
Chalking is the main clock, but on the same walk I look at four other things and any of them can move the job forward a year:
- Hairline cracks in the render wider than 0.3mm, which let water in regardless of the paint
- Sealant beads that have pulled away from one face or show a continuous split
- Swelling or lifting at the bottom edge of siding boards, a sign water is already behind them
- Rust bleed from fixings or a steel balcony, which will telegraph through fresh paint if not treated first
The number that decides it
My rule across all 9 properties: two elevations at grade 2, or any single elevation at grade 3, and I book the work for that year. One elevation at grade 2 with the rest at grade 1 buys another 12 months. I also upgrade the topcoat each cycle, moving from urethane to silicone and now to an inorganic-blend paint that costs about 30 percent more per can, roughly 15,000 yen extra in material on a small house, but has stretched my repaint interval from 12 years to a projected 16. Over a 30-year hold that is one fewer full repaint, which more than pays for the better paint every time. That is the approach I use to keep every building watertight without ever paying for scaffold twice in a decade.
