How to Handle Tenant Deaths and Kodokushi Risk

Two years ago, one of my tenants in a small studio unit didn’t answer his door for eleven days. When I finally used my spare key to check on him, I found he had passed away alone in his apartment. The special cleaning bill that followed came to 380,000 yen, and the unit sat empty for another 6 weeks while the work was done. That single incident changed how I screen tenants, write leases, and manage risk across all 9 of my rental properties.

Kodokushi, or dying alone with the body undiscovered for some time, isn’t a rare event in Japan anymore. Roughly a third of my current tenants live alone, and several are past retirement age. Ignoring this risk isn’t an option if you self-manage rentals the way I do, so I’ve built a real system for it instead of just hoping it never happens to me again.

Why This Risk Keeps Growing for Landlords

Single-person households now make up close to 38% of all households in Japan, and over the past 5 years a growing share of my own applicant pool has been renters in their 60s and 70s living alone. Industry data I’ve seen puts the average discovery time for a solitary death at around 17 days, and that number matters directly to your bottom line as a landlord: the longer a unit goes unchecked, the higher the cleaning and restoration bill climbs. On one of my properties, a body found within 2 days meant a cleaning cost under 50,000 yen. On another, an 18-day gap pushed the total restoration past 600,000 yen once flooring, drywall, and odor treatment were factored in.

I now carry a dedicated kodokushi insurance rider (u5b64u72ecu6b7bu4fddu967a) on every unit where the tenant lives alone. Mine runs about 18,000 yen per year per unit and covers special cleaning and deodorizing costs up to 3 million yen, plus roughly 2 months of lost rent while the unit is restored and re-listed. Before I added this coverage, a standard fire and liability policy covered almost none of this u2014 I learned that the hard way after eating the full 380,000 yen cleaning bill myself on that first incident. Shop around, because premiums and payout caps vary a lot between insurers, and some bundle it automatically into a guarantor company’s fee.

Lease Clauses I Now Require

Every new lease I sign includes a short set of clauses aimed squarely at this risk. I don’t treat these as optional extras anymore u2014 they’re standard across all 9 properties.

  • A registered emergency contact who isn’t the tenant themselves, verified by phone before move-in
  • Mandatory enrollment with a rent guarantor company (u4fddu8a3cu4f1au793e), most of which now bundle kodokushi cleanup coverage into their annual fee
  • Written consent for a welfare check if rent is more than 5 days late with no response
  • For solo tenants over 65, a low-cost watch service or sensor subscription as a condition of the lease
  • A clear clause defining how the security deposit and any remaining belongings are handled if a tenant passes away with no next of kin found quickly

What Actually Happens When It’s Discovered

Property Inspection Forms & Checklists

Document everything. A signed checklist at move-in prevents every deposit dispute.

The first time this happened to me, I didn’t know the steps and lost a full day scrambling. Now I keep a printed protocol taped inside my property file. If rent is unpaid and a tenant is unreachable for more than a week, I do a welfare check in person. If something looks wrong, I call the police immediately rather than entering alone u2014 in Japan, you generally cannot re-enter or clean the unit until police have finished their investigation, which took 3 days in my case. After that, I bring in a licensed special cleaning company (u7279u6b8au6e05u6383) rather than a normal cleaning crew, since regular cleaners aren’t equipped or insured for biohazard remediation. Expect that stage alone to run anywhere from 150,000 to 500,000 yen depending on how long the discovery took.

The Disclosure Obligation Every Landlord Needs to Understand

This is the part new landlords underestimate. Under the Ministry of Land, Infrastructure, Transport and Tourism’s 2021 guidelines, a death of this kind generally becomes a psychological stigma disclosure item (u544au77e5u4e8bu9805) for future tenants, and current guidance treats roughly 3 years as the standard disclosure window for a new lease, though a peaceful natural death discovered quickly is often treated differently than a death left undiscovered for weeks. I’ve had to disclose this on one unit’s listing for 3 years, and rent on that unit ran about 8% below market during that period until the disclosure window closed. Skipping this disclosure isn’t worth the legal risk u2014 a tenant who finds out later can void the lease and pursue damages.

Prevention Tools That Actually Work

Cleanup and insurance handle the aftermath, but I’d rather prevent the situation altogether. For my older solo tenants, I now offer a simple IoT motion sensor service that costs about 980 yen a month and alerts a call center u2014 and me u2014 if no movement is detected in the unit for 24 hours. Three of my properties have this installed today, and I’ve had two early alerts that turned out to be false alarms, but I’d rather get 20 false alarms than miss one real emergency. I also keep a habit of a short doorstep chat with older tenants every couple of months. It costs me maybe 15 minutes per visit, and it’s the cheapest risk management tool I have.

Handling this well isn’t about being morbid u2014 it’s about running your rental business like the responsible landlord your tenants deserve. That’s the approach I use across all 9 of my properties, and it’s saved me both money and a lot of stress since that first incident.
