Why I Check Water Pressure Before Buying a Property

Before I make an offer on any rental property, I screw a small pressure gauge onto an outdoor spigot or the washing machine hookup. It costs about 1,500 yen at any hardware store and takes five minutes to use. In more than 15 years of buying and self-managing 9 rental properties, that five-minute test has flagged serious plumbing problems on at least 3 properties that looked perfectly fine in the listing photos.

Water pressure is one of those things buyers overlook because it is invisible until move-in day. A bathroom can look freshly renovated with new tile and still deliver a weak trickle instead of a real shower. I learned this the hard way on my second purchase, and I have tested every property since.

Weak water pressure is almost never just an annoyance. It is usually a symptom pointing at something more expensive hiding behind the walls: corroded galvanized pipe, an undersized supply line, a failing well pump, or a water heater that cannot keep up with demand. A typical municipal connection in Japan delivers somewhere around 200 to 300 kPa at the meter. Once the reading at an actual tap drops below about 100 kPa, most tenants notice immediately, especially in the shower.

Sellers rarely mention this, and honestly, many do not even know there is a problem, because they have lived with it for 20 years and adjusted without thinking about it.

My process is simple and I do it on every single viewing now, no exceptions:

  • Attach the gauge to an outdoor tap or the washing machine valve and let the water run for a full 60 seconds before reading it
  • Test the highest fixture in the building (usually a top-floor shower) and the lowest fixture (usually a ground-floor kitchen sink)
  • Flush a toilet and turn on a sink at the same time, then check whether the shower pressure drops noticeably
  • Ask to see the most recent water bill, since a sudden jump in usage can point to a hidden leak
  • Check the age and material of the visible pipe runs under sinks and in the utility space

If the pressure reading is below 150 kPa on a municipal-fed property, I treat that as a flag worth investigating further, not an automatic dealbreaker.

What Low Pressure Usually Costs to Fix

On one property I looked at four years ago, a three-unit building near a train line, the gauge read just 60 kPa at the kitchen tap. The agent insisted it was just how the building had always been. A quick call to a plumber I have used for years gave me a rough repiping estimate of 1,200,000 yen to replace the old galvanized supply lines throughout the building. I used that number to negotiate the purchase price down by roughly that same amount, and the seller agreed rather than relist the property. If the issue is a tired pump instead of the pipes themselves, a replacement booster pump usually runs between 150,000 and 300,000 yen installed, which is a much easier problem to plan around.

Spreadsheet analysis is the difference between a good deal and a disaster.

My fourth property, a small three-unit building, had a top-floor shower that tenants complained about constantly. When I finally tested it properly, pressure dropped to about 40 kPa every morning between 7 and 8 a.m., exactly when everyone in the building was showering at once. That unit sat vacant for an average of 45 days between tenants, roughly double the turnover time of my other units, and I estimated I lost around 180,000 yen in rent during one particularly long vacancy while I tried to figure out the cause. Installing a 220,000 yen booster pump solved it completely, and that unit has not sat empty for more than 12 days since. I wish I had run the gauge test before I bought the building instead of after two years of complaints.

Why This Matters More With Older Buildings

Anything built before the early 1980s in Japan has a real chance of still running on galvanized steel pipe, which corrodes from the inside and narrows over the decades, choking off flow long before it actually leaks. A building from that era with unusually good pressure has often already been repiped, which is worth asking about directly. I also always ask whether a property is on a private well versus municipal supply, since well systems depend entirely on a working pump with no backup, and a pump replacement can run 300,000 yen or more if it also needs a new pressure tank.

Folding the Test Into Your Due Diligence

I treat the pressure gauge the same way I treat a moisture meter or a flashlight for the crawl space: a cheap tool that pays for itself the first time it catches something. It takes less time than reading through the disclosure documents, and unlike a disclosure form, the gauge cannot leave anything out. Weak pressure does not mean walk away automatically, but it means you now have a real number to negotiate with instead of a vague feeling that something felt off during the walkthrough.

That is the approach I use across all 9 of my properties, and it is the first tool that comes out of my bag before I ever sign anything.
